Thats a cablemount for my Anycubic Kossel. It prevent the cable to get in contact with the print. The only screws needed are 3 pieces of M3 for the base and 3 t-nuts. Every other part fits together without a screw.
The flat base of the cylinder is just supportmaterial, you have to break it off.
